1. தேசிய வருவாய்: வரி வருவாயைப் பொறுத்தவரை, 2019-20 நிதி ஆண்டில் 24.6 லட்சம் கோடி ரூபாய் வரி வருவாயாக கிடைக்கும் எனக் கணக்கிடப்பட்டிருந்தது. வரி வருவாய் வளர்ச்சி என்பது, 18.3 சதவீதம் இருக்குமென்றும் கணக்கிடப்பட்டிருந்தது. ஆனால், நவம்பர் வரை 11.7 லட்சம் கோடி ரூபாய்தான் வசூலாகியிருக்கிறது. வளர்ச்சி விகிதம் 18.3 சதவீதத்திற்குப் பதிலாக 0.8 சதவீதம்தான் இருந்திருக்கிறது.

2. பொதுத் துறை பங்குகள் விற்பனை: இந்த ஆண்டைப் பொறுத்தவரை பொதுப் பங்கு விற்பனையிலிருந்து 1.05 லட்சம் கோடி ரூபாய் கிடைக்கும் எனக் கூறியிருந்தார்கள். ஆனால், கடந்த நவம்பர் வரை 18,099 கோடி ரூபாய்தான் கிடைத்திருக்கிறது. இந்த 18 ஆயிரம் கோடி ரூபாயும் சந்தையிலிருந்து வரவில்லை. பாரத் பெட்ரோலியம் கார்ப்பரேஷனை வாங்கியிருப்பது மற்றொரு பொதுத்துறை நிறுவனமான ஓஎன்ஜிசிதான் வாங்கியிருக்கிறது. அவர்கள் வெளியில் கடன் வாங்கி, இந்த நிறுவனத்தை வாங்கியிருக்கிறார்கள். இதற்கு அர்த்தம் என்னவென்றால், தனியார் துறையைச் சேர்ந்த யாரும் பணம் முதலீடு செய்ய விரும்பவில்லை என்பதுதான்.

3. ஜிடிபி வளர்ச்சியில் வீழ்ச்சி: நம்முடைய உண்மையான வளர்ச்சி என்பது வெறும் 2 அல்லது 2.5 சதவீதம்தான். இது பிரிட்டிஷ் ஆட்சிக்காலத்தில் இருந்த வளர்ச்சி விகிதம். அதாவது 70 வருடத்திற்கு முன்பு இருந்த வளர்ச்சிதான் இப்போது இருக்கிறது.

4. தவறாக முடிந்த ஜிஎஸ்டி, பண மதிப்பிழப்பு: 2014 தேர்தலின்போது, பா.ஜ.கவின் முக்கிய பிரசாரமாக, வளர்ச்சியைத் தருவோம் என்பதை முன்வைத்தார்கள். அந்தப் பிரசாரத்தில் பொருளாதார பிரச்சனை முக்கியப் புள்ளியாக இருந்தது. ஆனால், அதற்குப் பிறகு, வளர்ச்சியில் கவனம் செலுத்துவதற்குப் பதிலாக பண மதிப்பழப்பு, ஜிஎஸ்டி என்று செயல்படுத்தினார்கள். அவை மிகப் பெரிய தவறுகளாக முடிந்தன.

5. வறுமை அதிகரிப்பு: முதல் முறையாக நுகர்வு, குறிப்பாக உணவுப் பொருள் நுகர்வு குறைய ஆரம்பித்திருக்கிறது. வறுமை அதிகரித்திருக்கிறது என்பதுதான் இதன் அர்த்தம்.

6. புள்ளிவிவரங்களை தவறாக அளிப்பது: புள்ளிவிவரங்களை தவறாக அளிப்பது ஒரு முக்கியமான பிரச்சனை. இதற்கு முன்பாக எகனாமிக் சர்வேவில் கொடுத்த வரி வருவாயும் பட்ஜெட்டில் கொடுத்த வரி வருவாயும் வேறாக இருந்தன. இந்த வேறுபாடு ஜிடிபியில் ஒரு சதவீதமாக இருந்தது. அதாவது 1.76 லட்சம் கோடி ரூபாய். இந்த வித்தியாசத் தொகையை சரிக்கட்ட ரிசர்வ் வங்கியிடமிருந்து பணம் வாங்கப்பட்டது. உண்மையில், பட்ஜெட் தாக்கல் செய்யும்போது அந்தப் பணம் அவர்களிடம் இல்லை என்பதுதான் அதன் அர்த்தம். இப்படிப்பட்ட தகவல்களோடு பட்ஜெட் நாடாளுமன்றத்தில் நிறைவேற்றப்படுகிறது. அரசியல் சாஸன ரீதியாக இது எப்படி சரியாக இருக்கும்?

7. மறக்கப்பட்ட கிராமப்புற வளர்ச்சி: இந்த முறை வரி வருவாயில் குறைந்தது 3 லட்சம் கோடி ரூபாய் பற்றாக்குறை இருக்கும். இது தவிர, 1.45 லட்சம் கோடி ரூபாய் வரிச்சலுகையாக அறிவிக்கப்பட்டிருக்கிறது. இப்படி வருவாய் குறைந்துகொண்டே போவதால் செலவுகள் கடுமையாகக் குறையும். ஏற்கனவே சுமார் ஒரு லட்சம் கோடி ரூபாய் செலவில் கிராமப்புற சாலைகளை மேம்படுத்துவோம் என்றார்கள். அந்தத் திட்டத்தைத் துவங்கவே இல்லை. கடந்த சில ஆண்டுகளாகவே, கிராமப்புற வேலை வாய்ப்புத் திட்டத்திற்கான நிதி குறைக்கப்பட்டிருக்கிறது. அதில் கூலி உயர்த்தப்படவில்லை. பட்ஜெட்டில் சொல்லப்பட்ட பல திட்டங்கள் துவங்கப்படவில்லை.

8. குறைக்கப்பட்ட மாநில நிதி: 14வது நிதிக் குழு மாநிலங்களுக்கு மொத்த வரியில் 42 சதவீதம் பகிர்வு அளிக்க வேண்டுமெனக் கூறியது. ஆனால், செஸ், சர்சார்ஜ் போன்றவற்றைக் கழித்துவிட்டு மீதமுள்ள தொகையில்தான் 42 சதவீதம் அளிக்கப்படுகிறது. மொத்த வரியில் இது வெறும் 33 சதவீதம் அளவுக்குத்தான் இருக்கும். இந்த நிலையில், மாநில அரசின் நிதியையும் குறைக்க நினைக்கிறார்கள். வளர்ச்சிக்கான செலவுகளில் 65 சதவீதத்தை மாநில அரசுகள்தான் செய்யும் நிலையில், அதில் கைவைப்பது மாநிலத்தின் நிதி நிலையை மோசமாக்கும்.

9. ஜிஎஸ்டி உயர்வு: ஜிஎஸ்டியை அதிகரிக்கும் திட்டம் இருக்கிறது. அதைக் கண்டிப்பாக செய்யக்கூடாது. அது பேரழிவை ஏற்படுத்தும். இது கிராமப்புற மக்களிடம் கடுமையாக பாதிப்பை ஏற்படுத்தும்.

I read the most chapters of the Survey. It is fcuk all.
Wherever data for past two years look bad, they have made 30 year graph to paint that things are good.
And in household savings, private consumption graphs they didn’t mention 2019-20 & 2019-2020 at all (Both estimates and actuals)
Could be because of no NSO data or could be something else (Volume 2 - Pg: 22, 24, 26)
